On January 13th, the Texas Commission on the Arts began accepting submissions for the new design concepts of both the state heirloom birth certificate and wedding anniversary certificate. All participating artists are required to be Texas residents and recognized for high levels of excellence in their discipline, including related degrees, job experience or participation in juried shows.
